Constance Ealey

Mrs. Constance Ealey
Director of Contracts, at Marine Corps Systems Command

Ms. Constance D. Ealey currently serves as the Director, Contracts, at Marine Corps Systems Command (MCSC) which is the Navy’s Systems Command for Marine Corps ground weapons and information technology (IT) systems. Prior to this leadership position, she was the Deputy Director, Contracts at MCSC. She also served as the  Assistant Program Executive Officer – Contracts in support of the Marine Corps Enterprise Network (Program Executive Officer – Digital and Enterprise Services) and Program Manager, Applications (PM Apps). In that role, she oversaw the contracting division which executes all IT procurements for the Marine Corps, a contract portfolio averaging $420 million in annual obligations. Prior to that, she was the Assistant Program Manager – Contracts for PM Apps.  In that capacity, she oversaw execution of all contract actions in support of legacy applications sustainment, hosting, cloud computer and data center consolidation. Before joining PM Apps, she served as the Assistant Product Manager – Contracts for both the Marine Corps Enterprise IT Services and Marine Corps Network and Infrastructure Services organizations. During her tenure, she executed 57% of the contract actions for the Information Systems & Infrastructure (IS&I) portfolio obligating $600 million annually. Ms. Ealey managed all operational contracting activities and provided acquisition guidance in support of enterprise IT services, data hosting environments, infrastructure fielding on the Marine Corps Enterprise Network and cyber-IT services.

Prior to joining MCSC, Ms. Ealey was the Acting Director of the Domestic Nuclear Detection Office Acquisition Division (DNDOAD) at the Department of Homeland Security (DHS) Office of Procurement Operations (OPO).  The DNDOAD portfolio included contracts for professional services, IT, research and development (R&D), forensics capabilities and detection systems. Ms. Ealey’s division supported all of DNDO’s acquisition needs and played a critical part in DNDO’s ability to implement coordinated responses to radiological and nuclear threats as well as integrate federal nuclear forensics programs. Preceding her assignment with the DNDOAD, Ms. Ealey served as an Associate Director in the IT Acquisition Center (ITAC) at the DHS OPO which plans and executes DHS-wide strategic sourcing vehicles like the Enterprise Acquisition Gateway for Leading Edge Solutions and First Source contract programs as well as provides procurement support for the DHS Headquarters, Office of the Chief Information Officer (OCIO).  While at the ITAC, Ms. Ealey managed a contract portfolio averaging $205 million in annual obligations and led a staff supporting the DHS OCIO, the Citizenship and Immigration Services (CIS) Office of IT and CIS Transformation Program Office. Before progressing into management, Ms. Ealey performed as a Contracting Officer in the ITAC and served as a Source Selection Evaluation Board Panel Chairperson for the $3 Billion First Source procurement.

Prior to joining DHS, Ms. Ealey held contracting officer positions at the Department of Justice (DOJ), Veterans Affairs (VA) and the Defense Information Systems Agency (DISA). While at the DOJ, she was responsible for the acquisition of an automated procurement system for use by the Justice Management Division procurement staff.  While at the DISA, Ms. Ealey served as the Contracting Officer for the Mentor-Protégé Program and the Advanced Information Technology Services – Joint Program Office where she managed contracts which facilitated the rapid transfer of advanced IT from the R&D stage through pilot operations to deployment and full-scale implementation.  She was also a member of the Head of the Contracting Activity’s Change Agent Team. Ms. Ealey began her career as an intern with the Defense Logistics Agency (DLA).

Ms. Ealey is a certified Level III certified in Contracting and is a member of the Defense Acquisition Corps.  She graduated from Virginia State University in 1997 with a Bachelor of Science degree in Economics and earned a Master of Science degree in Acquisition and Contract Management from the Florida Institute of Technology in 2001. She has participated in leadership programs such as Federal Executive Institute’s Leadership for a Democratic Society and Department of Navy’s Bridging the Gap program. Ms. Ealey has also received numerous awards; most recently the MCSC Commander’s Honorary Excellence in Contract Management Award and was nominated for the Deputy Assistant Secretary of the Navy, Innovation Excellence Team of the Year Award.
