With 20 plus years in information technology (IT), Dr Allen is a recognized security professional known for developing strategic visions for achieving and maintaining security across the federal cyber space. Dr. Allen offers a broad range of executive level experience in team building, leadership and IT security programs.  As the Authoring Officer (AO) for the Federal Bureau of Investigation systems and Chief of Cyber security for Defense Security services, he has a broad and strategic understanding of the information technology (IT) requirements needed to meet mission while achieving security requirements.

Senior leader and security professional for several large, complex information technology (IT) organizations, enterprise enclaves and programs including United States Special Operations Command, Joint Special Operations Command, Defense Security Service and the Federal Bureau of Investigation. Dr. Allen has held key positions responsible for planning and directing change with strategic and operational focus. He created the vision for various change initiatives. Dr. Allen followed thru with the development and successful execution of the initiatives while maintaining organizational mission, security goals and objectives. He formulated strategies as well as policies that improved and enhanced organizational and operational effectiveness.

Dr. Allen possesses expert knowledge of the security requirements for the Federal Information Security Management Act; the National Institute of Standards and Technology certification and accreditation standards; ODNI certification and accreditation standards and the Risk Management Framework (RMF) for federal and Department of Defense implementations.

Dr. Allen has been in key leadership positions over the past 30 plus years across military, DOD and federal. He is a highly experienced and capable leader, manager and supervisor of employees; exercising comprehensive responsibility for career development, team building, Equal Employment Opportunity (EEO) and workforce diversity. He has employed a strategic leadership strategy in managing a workforce to achieve maximum growth, reduce conflicts and a provide quality work environment. He has a strong track record of leading direct subordinates toward meeting the organization’s vision, mission and goals.

Previously served as the Chief of Cyber Security and Service Operations for Defense Security Service, Dr. Allen   provided IT services supporting the industrial security and education programs for the Department of Defense (DoD), 26 federal agencies and 13,500 contractor facilities in the US and overseas. The objective was the protection of U.S. and foreign classified information and technologies in the hands of industries under the National Industrial Security Program (NISP). Information Assurance Program Manager for United State Army Special Operations Command, IT Specialist (INFOSEC) for Joint Special Operations Command and IT Security Specialist for United State Army Special Operations Command as a Smartronix contractor.

Dr. Allen holds a Bachelor of Arts in Business from Saint Leo University (Saint Leo, Florida), a Master’s in Public Administration from Oklahoma University in (Norman Oklahoma), a Master’s in Information Systems Management from University of Phoenix (Phoenix, Arizona) and a Doctoral of Science in Cyber Security from Capitol Technology University (Laurel, Maryland) and retired U.S. Navy Chief Petty Officer with 22 years of service.
