Mr. Tim Brimhall
Mr. Timothy Brimhall is the Product Manager for Data Environments and Integration/Tactical Logistics Systems for the Logistics Integrated Information Solutions-Marine Corps (LI2S-MC) with the Program Executive Office for Manpower, Logistics and Business Solutions (PEO MLB). Mr. Brimhall leads the delivery and sustainment of 14 information technology (IT) capabilities — including the Marine Corps’ role in several Joint Programs — ranging from large enterprise business systems and logistics data and analytics platforms to a family of tactical-level systems that support the operating forces. He is a subject matter expert in tailoring acquisition strategies under the Department of Defense’s Adaptive Acquisition Framework, pioneering an innovative hybrid approach blending the rigor required of business systems with the speed and flexibility of modern software delivery practices — ensuring compliance with policy while rapidly delivering capability to the warfighter.
Under Mr. Brimhall’s leadership, the Technical Data Management Platform (TDM) transitioned from pilot to production, enabling the retirement of 10 legacy logistics systems, repurposing $9 million in resources, and onboarding more than 17,000 users. Mr. Brimhall and his team received the 2022 Department of the Navy Chief Information Officer Excellence in Innovation Award — presented to a Navy or Marine Corps team for demonstrating an innovative approach to delivering IT — and the 2022 Appian Excellence in Low-Code Innovation Award. Mr. Brimhall authored the “Logistics Digital Transformation” article in the June 2023 issue of the Marine Corps Gazette, sharing lessons learned in applying modern, iterative development practices to long-standing Marine Corps logistics challenges.
Mr. Brimhall has over 17 years of acquisition and information technology project management leadership experience in enterprise business systems, cloud services, and tactical logistics programs. He is Advanced Defense Acquisition Workforce Improvement Act (DAWIA) certified in Program Management. He is Defense Acquisition University credentialed as an Agile Team Member credential and is certified in Scaled Agile Framework (SAFe), Information Technology Infrastructure Library (ITIL), Amazon Web Services (AWS), Microsoft Azure, and DevOps.
LtCol Ryan Ackland, USMC
LtCol Ryan Ackland is a native of Dekalb, IL. He graduated Cum Laude and with Departmental Honors from Loyola University Chicago in 2009 with a Bachelor of Science in Mathematics. He commissioned as a Second Lieutenant in May 2009 and graduated The Basic School (TBS) later that year.
Upon completion of Air Defense Control Officer’s Course (ADCOC) as Honor Graduate, LtCol Ackland was designated a 7210 Air Defense Control Officer. LtCol Ackland executed orders to Marine Air Control Squadron 4 (MACS-4), where he served as Tactical Air Operations Center (TAOC) Detachment Operations Section OIC. In 2012, LtCol Ackland was selected to serve as the Ie Shima Training Facility OIC. In this unique billet, he acted as the senior United States official and de facto base commander of a joint aviation and special operations training range on Ie Shima, a small, secluded island off the coast of Okinawa.
In 2014, LtCol Ackland reported to Marine Tactical Air Command Squadron 38 (MTACS-38) at MCAS Miramar, CA. He deployed in support of Operation ENDURING FREEDOM in 2014, performing as the Regional Command Southwest Tactical Air Command Center (TACC) Close Battle Coordinator, overseeing the final withdrawal of all Marines and coalition partners from Camp Leatherneck, Afghanistan. In 2017, he reported to the Naval Postgraduate School (NPS) in Monterey, CA in June 2017, gaining his Master of Science in Computer Science, with a focus of studies on machine learning and data science.
LtCol Ackland reported to Marine Corps Tactical Systems Support Activity (MCTSSA) in 2019 and served as the Naval Systems Integration Team Lead. In this billet, he focused on shipboard Command, Control, Communications, Computers, Combat Systems (C5) systems integration and readiness in support of deploying Marine Expeditionary Units.
LtCol Ackland was selected for lateral move to the 8061 Occupation Field in fall 2021 and reported to PM Ground Based Air Defense (GBAD) in summer 2022, where he served as the Medium Range Intercept Capability / Advanced – Man-Portable Air Defense System Team Lead. In 2023, LtCol Ackland was selected as the Automatic Test Systems Team Lead, PdM Maintenance Support Systems.
In 2024, LtCol Ackland was competitively selected for Acquisition Command as Product Manager (PdM), Marine Corps Cyberspace Operations, where he currently manages the Marine Corps’ Defensive and Offensive Cyber Operations programs.
LtCol Ackland is a graduate of the following schools: OCS, TBS, ADCOC (Honor Graduate), JICO, WTI, EWS-DEP, Naval War College, and Air War College Distance Education Program. He holds Practitioner DAWIA certifications in Program Management and Engineering. His personal awards include the Meritorious Service Medal and three Navy and Marine Corps Commendation Medals.
Maj Michel Camacho, USMC
Maj. Michel E. Camacho is an Acquisition Officer (MOS 8061) with over nine years of Department of War (DoW) acquisition program management experience in a wide array of roles, programs, and capability areas.
He is currently serving as Product Manager Recruiting Applications & Systems for the United States Marine Corps (USMC) Manpower Information Technology Systems Modernization (MITSM) portfolio in the Program Executive Office for Manpower, Logistics, and Business Solutions (PEO MLB). In this role, he leads the high-priority modernization and lifecycle management of all Marine Corps recruiting IT software systems and infrastructure.
Prior to his current assignment, Maj. Camacho was the Joint Light Tactical Vehicle (JLTV) Systems Team Lead for the Program Manager Light Tactical Vehicles (LTV), Program Executive Office for Land Systems. He was directly responsible for all Marine Corps’ JLTV procurement, production, fielding, & lifecycle sustainment activities within the priority ACAT IC joint program.
Before JLTV, Maj. Camacho was the Team Lead of the Force-on-Force Training Systems (FoFTS) under the Program Manager Training Systems (PM TRASYS). He led a program for the acquisition of a next generation force-on-force laser training capability from prototyping to production, and initial deployment.
Maj. Camacho was commissioned as an officer in 2011, serving as a Logistics Officer until his transition to the Acquisition Officer MOS. He possesses various additional MOS spanning his wide experience.
Maj. Camacho is a U.S. Naval Postgraduate School graduate with a master’s degree in management and a Linfield University graduate (bachelor’s degree in finance). He is also a graduate of the USMC’s Command and Staff College and Expeditionary Warfare School. He has received the Meritorious Service Medal, Navy and Marine Corps Commendation Medal with one gold star in lieu of second award, and the Navy and Marine Corps Achievement medal with one gold star in lieu of second award.
Col Juliet Calvin, USMC

Col Juliet Calvin, USMC
Colonel Juliet Calvin is a native of Nyack, New York. In 1992 she enlisted in the US Marine Corps and served as a Utilities Mechanic throughout her enlisted career. In 2002 she was commissioned as a 2nd Lieutenant through the Marine Enlisted Commissioning Education Program. She obtained her Bachelors of Arts degree in English through Florida State University.
As a company grade officer, she served with I Marine Expeditionary Force, 3D Marine Aircraft Wing, Marine Wing Communications Squadron 38, and Marine Air Ground Training Command. She deployed with Marine Wing Communications 38 to Iraq in 2004, serving as a Communications Detachment Commander on the Syrian border. In addition to her assignments in the Communications Squadron, she also served as a Company Operations Officer, Company Executive Officer, and served as a special staff officer to the 3D Marine Aircraft Wing Commanding General. Following her assignments in the aviation element, she was assigned to the Marine Expeditionary Force at Camp Pendleton, California until she was transferred to the G-3 in Marine Air Ground Task Force Training Command, Twentynine Palms, Ca. Aboard Twentynine Palms, she served as the Exercise Communications Officer, planning and developing training and scenarios for the Marine Corps and Large Scale Exercises in Marine Air Ground Task Force formations.
As a field grade officer, she was assigned to command Bravo Company, also known as Marine Corps Communications Enlisted Training Company, responsible for the oversight and training continuum of all Enlisted training for the 06xx occupational field, including a student population of over 1600 students trained yearly, and over 200 personnel in the Instructor and support cadre. Upon completion of her Company Command at MCCES, She was assigned to III Marine Expeditionary Force, Marine Logistics Regiment in Okinawa, Japan. Her first year in Okinawa she commanded Communications Company for 3D Marine Logistics Regiment, providing crucial Command and Control support to the logistics element of 3D MLG. After her Company Command tour, she was subsequently assigned as the 3D Marine Logistics Group G-6, first serving as the Deputy G-6, until being appointed the MLG G-6. Following her Okinawa assignment, she attended the Army Command and General Staff Course aboard Fort Leavenworth, Kansas.
Upon completion of resident Professional Military Education, she was assigned to serve as the Communications Planner for I Marine Expeditionary Force. She specialized in the Indo Pacific region, responsible for operational planning for I and III MEF contingency operations. After a year serving as the Plans Officer, she was assigned as the I MEF, G-6 Operations Officer. During her time as the I MEF G-6 Operations Officer, she lead two major planning efforts with I and III MEF Communications elements to ensure that proper technical and operational planning was conducted with integration of modern formations.
In 2019, she commanded the First Network Battalion, the Marine Corps first geographically unified Network Battalion, serving all network operations for the Marine Corps, and aligned under Marine Corps Forces Cyberspace Command. She completed her command tour in 2022 and was assigned to attend Top Level School. Throughout her Battalion Command tour, she served on the Commandants Initial Planning Team for Future Network Operations and Design.
Upon her successful command completion, Colonel Calvin was assigned to College of Information and Cyberspace, National Defense University, where she earned her Masters of Science Degree. She was then assigned to the Joint Staff, J-6 in 2022. In 2022, Col Calvin served within the Combined Joint All Domain Command and Control Division, responsible for authoring CJADC2 Campaign Plans for the Joint Force, with an emphasis on the time epochs of 2027-2035. She was also responsible for providing critical input to the regular convening of CJADC2 Cross-Functional Teams, which is comprised of members from across the Joint Force. After 6 months on the Joint Staff, Col Calvin was hand selected to serve as the Chief of Staff for a Generative Artificial Intelligence Task Force, Task Force 37-78. Upon completion of the 90-day Task Force, she was selected to serve as the Chief of Staff for the Joint Staff Chief Digital and Artificial Intelligence Officer. Her role included operational and strategic planning and execution of integrating Digital and AI capabilities to the Joint Staff and with the Joint Force.
In addition to her technical career in Communications, she has served in numerous additional duties aligned to leadership initiatives among the Officer ranks. She was chosen to serve as a Key Leader, engaged in INDOPACOM for the Women’s Peace and Security initiative. Colonel Calvin is married to another Marine Officer, Colonel Carin Calvin, and they have 6 sons, ranging in ages from 29 – 9 years old. She is also an avid equestrian and a Certified Yoga Instructor.
LtCol Chris Cavanaugh, USMC

Ms. Johany Deal, SES
Ms. Johany M. Deal is the Assistant Deputy Commandant, Installations & Logistics for Contracts (ADC, I&L (Contracts)). She is the senior Contracting Officer responsible for award, administration and oversight of contracts that support the Marine Corps Operating Forces, and supporting establishment supply and service requirements. Ms. Deal is the principal civilian advisor to the Deputy Commandant for Installations and Logistics for acquisition and procurement matters. Ms. Deal is responsible for leading the Marine Corps Field Contracting Service which comprises greater than 20 procurement offices and 400 procurement professionals.
Prior to joining Headquarters Marine Corps, Ms. Deal served as the Director of Contracts for Marine Corps Systems Command. As the senior civilian for contracting, she was responsible for all phases of contracting for ground weapons and information technology system programs. Ms. Deal lead the contracting organization that provided quality, timely cost-effective, and value-added Marine Air Ground Task Force procurement solutions to Marine Corps Systems Command portfolio managers, program managers and affiliated Program Executive Officers (PEOs).
In February 2016, prior to becoming the Director of Contracts for Marine Corps Systems Command Ms. Deal joined PEO Land Systems (PEO LS) as the Assistant Commander Program Executive Officer Land Systems for Contracts (APEO LS CT). She served on the executive staff supporting PEO LS on all contracts related issues and oversees contracting for the PEO LS portfolio; consisting of 21 programs ranging from Acquisition Categories (ACAT) I through Abbreviated Acquisition Programs (AAP) worth $9.2B across the Future Years Defense Plan (FYDP). In her role as the APEO LS CT, she was also responsible for leading discussions and addressing contract procurement issues for the PEO with the Under Secretary of Defense for Acquisition and Sustainment (USD (A&S)), Assistant Secretary of the Navy – Research, Development and Acquisition (ASN RDA), Deputy Assistant Secretary of the Navy for Procurement (DASN P), Congressional leaders, the Commandant of the Marine Corps (CMC), and Marine Corps Systems Command (MCSC).
Prior to her role as APEO LS CT she worked for the Missile Defense Agency (MDA) – Aegis Ballistic Missile Defense (BMD) System from February 2013 through February
2016. Ms. Deal served as a Procuring Contracting Officer (PCO) supporting the Aegis Ashore (AA) Program, which is a very high visibility, unique, and complex presidentially mandated program of the European Phased Adaptive Approach (EPAA) for missile defense. The contract portfolio for the overall AA program was estimated at over $2B. From July 2006 through February 2013, Ms. Deal worked for Naval Air Systems Command (NAVAIR) under PEO-A (Major Weapons Systems, Assault and Special Missions). She served as a PCO and Lead Contract Specialist on various Acquisition Category ACAT IC and ID Programs (H-53, MH-60, Presidential Helicopters Replacement Program VXX/VH-71, and P-8A), as well as an ACAT II program (Commercial Derivative Aircraft Program). The contract portfolios for the overall programs ranged from $2B to $15.7B. From September 2004 through July 2006 Ms. Deal served as a Contract Specialist supporting Naval Air Warfare Center Aircraft Division (NAWCAD) Special Communications Requirements (SCR) Division. Ms. Deal was selected to the Senior Executive Service in August 2023 and has over 21 years of Federal Service. Ms. Deal earned her Master’s Degree (MBA) from the University of Mary Washington (UMW), majoring in Contracts and Procurement Management (2005). She also received her Bachelor’s Degree from UMW, majoring in Business Administration (2003). Ms. Deal is DAWIA Level III certified in Contracting and is a member of the Defense Acquisition Corps.
LtCol Marc Bucks, USMC
Lieutenant Colonel Marc Bucks was commissioned on 22 May 2009. Following his completion of The Basic School and the Combat Engineer Officer Course, he reported to 8th Engineer Support Battalion in 2010. As a Second Lieutenant, he served as a Security Platoon Commander, deploying to Helmand Province, Afghanistan, in support of Operation Enduring Freedom. Upon his return, he led Marines as an Engineer Platoon Commander before deploying again to Helmand Province in 2012 as the Executive Officer for Engineer Support Company.
In 2013, Captain Bucks transitioned to a joint environment as a Liaison Officer to Headquarters, U.S. Air Force Services. In 2016, he reported to 2d Combat Engineer Battalion (CEB) and assumed command of Company C, leading engineer operational planning and support for the 8th Marine Regiment during Crisis Response and the Unit Deployment Program.
Deploying to Africa in 2017 in support of Combined Joint Task Force – Horn of Africa (CJTF-HOA), Captain Bucks served as a Future Operations Officer. In this role, he was responsible for operational planning for East Africa embassy reinforcement missions, Special Operations Forces (SOF) liaison activities, and engineering support for operations in Somalia. Upon his return to 2d CEB, he assumed command of Engineer Support Company, directing motor transport, maintenance, utilities, and heavy equipment support for the 2d Marine Division.
Following his studies at the Naval Postgraduate School in 2021, Major Bucks reported to the Information War Room Division under the Deputy Commandant for Information (DC I) as the Operations Officer. In 2023, working directly for the DC I Chief Technology Officer, he was selected as the Deputy Cross-Functional Team Lead for Project Dynamis, a Combined Joint All-Domain Command and Control (CJADC2) initiative. In 2024, after promotion to his current rank, he began a brief tour with DC I Information Command, Control, Communications, and Computers (IC4) leading the Marine Corps’ CJADC2 coordination with the Joint Staff. In 2025, upon Project Dynamis’ official designation as a Service-level initiative, Lieutenant Colonel Bucks returned to the program to serve as its Deputy Director.
Lieutenant Colonel Bucks is a graduate of the United States Naval Academy, where he earned a Bachelor of Science in Economics, and the Naval Postgraduate School, where he earned a Master of Science in Computer Science.
His personal decorations include the Meritorious Service Medal, Joint Service Commendation Medal, Navy and Marine Corps Commendation Medal, Air Force Commendation Medal, and the Navy and Marine Corps Achievement Medal (with two gold stars).
Mr. Jeff Hurley, SES
Mr. Jeffery Hurley, a member of the Senior Executive Service, is the Director, Information Command, Control, Communications and Computers. Mr. Hurley oversees the recruitment, development, advancement, and assignment of C4 employees. He shares fully in the planning, directing, coordinating, and overseeing C4 functions and programs. He provides strategic direction to enable the effective and efficient application, modernization, functional integration, acquisition, and management of all C4/IT resources. Additionally, Mr. Hurley provides critical corporate continuity and history to ensure that executive decision-making incorporates institutional knowledge.
A native of Casper, Wyoming, Mr. Hurley joined the Navy and served in a variety of technical and supervisory key positions. He achieved the rank of Chief Petty Officer (E-7) prior to his selection as Limited Duty Officer (LDO) and selected to Lieutenant Commander (O-4) to finish his distinguished career of nearly 23 years.
After his retirement in 2009, Mr. Hurley entered Federal Civilian Service. His successes continued as he served in positions such as Operations Manager, Project Lead, Program Manager, Supervisor, and Senior Manager in various Navy units. He lead a team of professionals in the delivery of $25 million in external communication systems and upgrades to Foreign Military Sales customers, performed as Supervisor for the Ships New Construction Competency at Naval Information Warfare Center (NIWC) Atlantic where he managed the C4I systems installation in 12 new construction shipbuilding programs, and served as the Senior Manager, Sustainment Engineering and Fleet Support Competency at NIWC Atlantic, responsible for a geographically diverse team consisting of over 800 personnel.
Prior to assuming his current position, Mr. Hurley was the Executive Director for Command, Control, Communications, and Cyber Systems (C4S) and the Deputy Chief Information Officer for U.S. Transportation Command, Scott Air Force Base, IL (2021-2024) where he provided oversight of the Joint Deployment and Distribution Architecture to guarantee mission assurance through resilient, critical C4S for USTRANSCOM and its five component commands. He joined the Senior Executive Service in December 2021.
Mr. Hurley received his Bachelor of Science, Business from Excelsior College, Albany, NY; a Master of Science, Information Systems and Operations from the Naval Postgraduate School, Monterey, CA; and Post Masters Certificate Business Administration and Management from the Northcentral University, Phoenix, AZ.
Mr. Thomas “TJ” Johnson
With over two decades of experience, Mr. Johnson serves as the technical expert for C2 at MCTSSA and is responsible for advising and consulting the Commanding Officer (CO), Technical Director (TD) and the workforce on employment of and integration of C2 capabilities in support of USMC tactical and operational missions. TJ gained his bachelor’s degree in computer science in 1997 from the great Tennessee State University, in Nashville, TN and his master’s degree in engineering systems from the Naval Post Graduate School (NPS), in Monterrey, CA in 2017.
From 2004 to 2009, TJ gained extensive experience in the employment of various C2 systems as a contractor for General Dynamics from providing technical support for various military and diplomatic operations in Iraq, Afghanistan, Japan, Germany, and South Korea. TJ’s experiences include supporting USMC battalion level operations with I and II MEF from Fallujah to Al Qaim, Iraq, supporting CJSOTF operations with Task Force 145, Muti-National Corps- Iraq operations in Baghdad, Coalition operations in Multi-National Division-Central South with the Polish to Special Purpose Marine Air Ground Task force operations in Delaram and Kandahar, Afghanistan.
In 2010, TJ joined MCTSSA as the Lead Systems Engineer for the Combat Operations Center (COC) where he applied his knowledge of Combined and Joint operations to enhance and increase the USMC’s ability to interoperate with Joint and Combined partners.
In 2020, TJ was promoted to his current role where he is focused on researching new technologies, representing MCTSSA in service, joint and combined meetings, mentoring engineering staff, providing technical recommendations, and establishing and facilitating enduring relationships with various C2 systems communities of interest to advance effective C2 systems interoperability as well as various other roles utilizing his expertise in C2 systems.

Morgan Lewis is the Director of Contracts for CMG Networks, responsible for managing CMG’s OT Agreements and interfacing with Government acquisition staff. She leads a team of Contracts Administrators tasked with assisting members with preparation of compliant white papers, proposals and justification of project cost. She also reviews award packages and prepares subcontract award documents. Ms. Lewis has more than twenty (20) years of experience managing Government contracts and proposals, including negotiating contracts and subcontracts; performing cost-reasonableness determinations; development and adherence to proposal schedule; assisting in the development of requirements documents such as Statements of Work and Independent Government Cost Estimates and Justification & Approval (J&As).
In addition to contracts management, Ms. Lewis assists small businesses and NDC consortia members that are not familiar with the project solicitation and award processes associated with OTA acquisition. She offers guidance to members throughout the entire project life cycle process, including solicitation, award, execution and close-out of Government project awards. She has completed Proposal Management Foundations, Managing and Writing Federal Proposals from Shipley Associates and Federal Acquisition Regulation (FAR) training courses.

LtGen Jerry Glavy, USMC (Ret.)
Lieutenant General Matthew “Jerry” Glavy, USMC (Ret.), is a distinguished leader in national defense, cyberspace operations, and digital transformation. A Buffalo, New York native, he graduated from the U.S. Naval Academy in 1986 with a degree in Systems Engineering and became a Marine aviator, flying the CH-46 Sea Knight. Throughout his career, he deployed in Operations Desert Shield, Desert Storm, and Iraqi Freedom, as well as humanitarian assistance, disaster relief, and evacuation missions.
He commanded Marine Medium Helicopter Squadron 265 (REIN) as part of the 31st Marine Expeditionary Unit aboard U.S. Navy amphibious warships deployed to Iraq in support of Operation Iraqi Freedom. He also commanded Marine Helicopter Squadron One, serving as the President’s Helicopter Pilot aboard Marine One, executing global presidential support missions. He was the Commanding General of 2nd Marine Aircraft Wing, responsible for the command and control, global deployment, and mission readiness of 14,000 Marines and Sailors and 500 aircraft.
LtGen Glavy played a pivotal role in modernizing cyber warfare and information operations. As Deputy Director of Operations for U.S. Cyber Command, he led efforts to defend the Department of Defense Information Network and conduct offensive cyberspace operations. He later commanded U.S. Marine Corps Forces Cyberspace Command, implementing hybrid cloud architecture and cybersecurity. He led Joint Task Force ARES to counter terrorist cyber threats with new and effective offensive cyberspace effects operations. Today, LtGen Glavy serves on the Commission on the Generation of a Cyber Force.
He was instrumental in establishing U.S. Marine Corps Forces Space Command as the first Commander, integrating space operations into Marine Corps expeditionary operations. His career culminated as Deputy Commandant for Information, serving as the Director of Marine Corps Intelligence, Chief Information Officer, and driving digital transformation.

Colonel Tom McGee serves as the Capability Portfolio Manager for Joint Capability Areas (JCA) -5, Command and Control and 6, Information Effects of the Portfolio Acquisition Executive – Marine Corps (PAE-MC) and as Director Command Element Information Division of Capabilities Development for the U.S. Marine Corps’ Deputy Commandant for Combat Development and Integration. This includes Space, Cyberspace, Influence, C-C5ISRT, Ground C2, and Enterprise Services.
Colonel McGee was commissioned in 1998 and following Communications Officers Course, he reported to 1st Marine Division to serve as Platoon Commander and S-6 for 1st Light Armored Reconnaissance Bn. Colonel McGee served subsequent operational tours as: S-6, 8th Marine Regiment / Regimental Combat Team-8; Deputy and AC/S G-6, II Marine Logistics Group; Commander, 7th Communication Battalion; Chief of Future Operations and NATO/Mission Partner Integration, USEUCOM J6; and AC/S G-6 and Director Information Operations Cell, Marine Forces Command, Marine Forces Northern Command, Fleet Marine Forces Atlantic. LtCol Aaron Mora, USMC
Lieutenant Colonel Aaron Mora serves as the Director of Systems Planning and Engineering (SPE) for the Marine Corps Cyber Operations Group (MCCOG). His distinguished career in the Marine Corps began in November 1997.
Initially an Avionics Technician at Marine Aviation Logistics Squadron 31 in Beaufort, SC, he specialized in repairing hybrid computer systems on F/A-18s and other fixed-wing aircraft. During his first enlistment, he served as a work center supervisor, held quality assurance roles, and completed an overseas deployment to Iwakuni, Japan.
In April 2004, LtCol Mora transitioned to the Communications Field as a Cyber Network Operator. He was assigned to the 3rd Battalion, 4th Marines, as the Battalion’s Data Chief, deploying twice to Iraq in support of Operation Iraqi Freedom. Following his promotion to Staff Sergeant, he served as the Data Chief for Marine Corps Recruit Depot Parris Island, South Carolina.
In 2011, while serving as a Marine Corps recruiter for Recruiting Station Salt Lake City, Utah, he was promoted to Gunnery Sergeant. A year later, his career took another significant step when he was selected as a Cyber Network Operations Engineer Warrant Officer. As a Chief Warrant Officer, he designed and deployed advanced tactical C4I systems for the 3rd Marine Logistics Group and 3rd Marine Aircraft Wing.
In 2017, he was commissioned as a Captain, Limited Duty Officer, and assigned to Marine Forces Cyber Space Command. There, he played a pivotal role in major initiatives, including integrating the Marine Corps Enterprise Network (MCEN) into approved commercial Cloud environments, co-leading the development of the Marine Corps’ Microsoft Office 365 integration strategy, and establishing key interagency agreements for Enterprise Identity Access Management and cybersecurity activities.
After his promotion to Major in April 2020, he was instrumental in developing the MCEN 2030 concept and its implementation plan at Third Marine Expeditionary Forces (III MEF), ensuring the network would meet the evolving needs of the Operational Forces according to the 38th Commandant of the Marine Corps’ Force Design 2030 Strategy. He also shaped joint interoperability architectures to enhance operations with coalition partners in the USINDOPACOM region.
In 2024, he was promoted to his current rank of Lieutenant Colonel and assigned to the MCCOG, where he leads a team of engineers in several key initiatives, most notably the implementation of modern Cloud and OS native cybersecurity capabilities to improve the protection of Marine Corps data in accordance with Zero Trust mandates, the optimization of persistent MCEN infrastructure in the INDOPACOM region for the Stand-In Forces, and the MCEN Afloat Naval integration initiative.

Mr. Jeff Proudfoot
Mr. Jeffrey G Proudfoot serves as the Deputy Technical Director for Program Executive Office (PEO) Digital & Enterprise Services and the Technical Director for the Marine Corps Cyberspace Operations Group (MCCOG), a dual‑hat assignment held since 1 November 2025. In this capacity, Jeff provides senior technical leadership across the Marine Corps Cyberspace Environment (MCCE), guiding modernization, digital transformation, and enterprise engineering initiatives critical to warfighting operations.
Prior to assuming the dual‑hat role, Jeff served as Executive Director (Acting) for PEO Digital & Enterprise Services, leading enterprise IT modernization efforts and portfolio‑level integration across the Department of the Navy’s digital ecosystem.
Earlier in his career, Jeff held multiple senior technical positions, including Chief Engineer, Lead Network Engineer, and Lead Systems Integrator. As a Lead Systems Integrator, Jeff authored technical guides, demonstrating deep expertise in systems architecture, integration, and acquisition‑focused engineering practices.
Across more than two decades supporting Marine Corps and joint cyberspace missions, Jeff has advanced enterprise engineering rigor, strengthened technical oversight practices, and shaped mission‑aligned digital modernization strategies across the Naval enterprise.

As the founder of MCCS’s innovation capability and the architect behind its customer experience (CX) modernization strategy, Dave has redefined how mission-critical services are delivered across the Marine Corps.
He is the visionary behind Operation StormBreaker, a pioneering DevSecOps and pipeline-as-a-service framework that accelerates secure software delivery across the Department of War. Under his leadership, MCCS achieved the Marine Corps’ first authority-to-operate (ATO) via automated continuous delivery—setting a new benchmark for speed, compliance, and agility in government software development.
Dave’s work has been featured in Fed Gov Today, FedScoop, Federal News Network, GovCIO, and the ATARC Federal IT Newscast podcast, where he shares insights on agile ATOs, CX innovation, and cloud modernization. LtCol John Schreiner, USMC
LtCol Schreiner enlisted in the Marine Corps in May 2001. After completing recruit training at Parris Island, South Carolina, he reported to the Reserve Officer Training Corps (ROTC) at the University of Michigan in Ann Arbor.
While a member of ROTC, he graduated from Officer Candidate School in the summer of 2004 and earned a Bachelor of Science in General Studies with a concentration in Social Justice in the summer of 2005, receiving the Patricia Gurin Certificate of Merit for academic excellence in intergroup relations. Upon graduation, he was commissioned a Second Lieutenant and assigned to Alpha Company at The Basic School (TBS), Quantico, Virginia.
Following TBS and the Basic Communications Officer Course, LtCol Schreiner reported to Marine Wing Communications Squadron 28 (MWCS-28) at Cherry Point, North Carolina, where he served as the Radio and Wire Platoon Commander. In the summer of 2007, he deployed in support of Operation Iraqi Freedom and transitioned to Marine Tactical Air Command Squadron 28 (MTACS-28) as the S-6 Officer.
In 2008, he reported to Marine Air Control Squadron 2 (MACS-2) as the Communications Platoon Commander and deployed again in support of Operation Iraqi Freedom in the summer of 2009. Upon redeployment, he was assigned to Communications Training Center 2 (CTC-2) at Camp Lejeune, North Carolina, where he completed the Advanced Communications Officer Course.
In 2012, LtCol Schreiner reported to the Command Element, 22d Marine Expeditionary Unit (MEU), as the Assistant Communications Officer and subsequently deployed with the Special Purpose Marine Air-Ground Task Force – Crisis Response (SPMAGTF-CR) as the S-6 Officer.
After redeploying in 2014, he attended Expeditionary Warfare School in Quantico, Virginia. He next reported to 2d Marine Raider Support Battalion, taking command of Communications Company in May 2015. In December 2016, he relinquished command to serve as the J-6 Director for the Combined Joint Special Operations Task Force – Iraq. Upon redeployment in December 2017, he reassumed command of Communications Company until June 2018, after which he was selected as a Commandant of the Marine Corps National Fellow at Morgan Stanley in New York City.
Following his fellowship in June 2019, LtCol Schreiner reported to U.S. Marine Forces Cyberspace Command as a Cyberspace Officer, where he served as G-6 Project Officer, Operations Officer for 701 Combat Mission Team (CMT), and Commander of Cyberspace Warfare Task Group 2 and 700 CMT.
Upon relinquishing command, he was selected for Top Level School and attended the College of Information and Cyberspace at National Defense University from July 2023 to June 2024, graduating as a Distinguished Graduate with a Master of Science in Strategic Information and Cyberspace Studies.

Ms. Noelle Shott
Ms. Noelle Shott is the Project Manager Manpower Modernization for the United States Marine Corps (USMC) Manpower Information Technology Systems Modernization (MITSM) Portfolio in the Program Executive Office for Manpower, Logistics, and Business Solutions (PEO MLB). In this role, she brings her philosophy of lean-start up, user-centered design, and agile methodology to rapidly spin up prototypes that demonstrate real value to her customers that will enable a long-term digital transformation strategy that solves their pain points.
Prior to working for the MITSM Portfolio, Ms. Shott served as the Principal Assistant Program Manager (PAPM) for Innovation Support Services (ISS) in the Enterprise Systems & Services (E2S) and ISS Portfolio in PEO MLB. As PAPM, she led the establishment of a new service line within the PEO. The mission of ISS was to build a culture of innovation by empowering our customers with an ecosystem of partnerships, processes, and the potential to make work better. ISS led the PEO MLB Strategic Plan Goal to improve customer experience.

Colonel Stepp serves as the Assistant Chief of Staff G-6 Communications, I Marine Expeditionary Force.
A native of Sierra Madre, California, Col Stepp graduated from the United States Naval Academy in 2002. A career Communications Officer, he’s deployed in support of Operation IRAQI FREEDOM, Operation ENDURING FREEDOM, and provided humanitarian assistance with Special Purpose MAGTF Katrina.
His command assignments include Commanding Officer, 9th Communication Battalion; Company Commander, Company B, Marine Wing Communications Squadron 28; and Company M, MCRD San Diego.

Col Rich Vaccariello, USMC
A native of Cleveland, Ohio, Colonel Vaccariello graduated from Miami University and was commissioned as a Second Lieutenant in the Marine Corps in December 2003.

He deployed to Al Anbar Province, Iraq, for Operation IRAQI FREEDOM (OIF) 04-06. Upon his return, he commanded Headquarters and Service Company and completed the Army’s Electronic Warfare Officer’s Course. He redeployed in August 2007 for OIF 06-08, serving as a Company Commander and Electronic Warfare Officer.
Promoted to Captain in July 2008, he served as an instructor at the Communications School. In September 2012, he joined the Selected Marine Corps Reserve with the 4th Landing Support Battalion and later assisted in establishing Combat Logistics Battalion 23.
As a Major, he joined the 2nd Battalion, 14th Marine Regiment in January 2015, where he enhanced the C2 capabilities of the HIMARS battalion. He was inducted into the Honorable Order of Saint Barbara for his contributions. In November 2015, he commanded Communications Company, 14th Marine Regiment, leading 330 Marines and improving operational readiness.
In November 2018, he was mobilized to Marine Corps Forces Cyberspace Command. Promoted to Lieutenant Colonel in October 2019, he held several leadership roles and was instrumental in developing the Big Data Platform-Cyber Hunt and Analytics Operation System (BDP-CHAOS) and a Secure Cloud Computing Architecture. In December 2020, he returned to active duty as a Cyberspace Warfare Officer. In June 2020, he commanded Cyber Combat Mission Team 701.
He attended the Dwight D. Eisenhower School for National Security and Resource Strategy, graduating in June 2024 with a Master of Science in National Resource Strategy. He then served as the Senior Military Assistant to the Assistant Secretary of War for Cyber Policy at the Pentagon. Promoted to Colonel in February 2026, he is currently the Deputy Commander for Joint Task Force ARES and Joint Force Headquarters Cyber (Marines) at Fort George G. Meade, Maryland.
His personal decorations include the Defense Superior Service Medal, Legion of Merit, Meritorious Service Medal, Navy and Marine Corps Commendation Medal with three gold stars, and the Navy and Marine Corps Achievement Medal.
