On Monday, September 23, 2019, AFCEA Quantico-Potomac will host a luncheon at The Clubs at Quantico. The Guest Speaker will be Col Scott Stebbins. Colonel Stebbins is the Director, Command Element Information Warfare Integration Division (IWID), Capabilities Development Directorate (CDD), Deputy Commandant Combat Development & Integration (CD&I).

Col Scott Stebbins
Colonel Scott F. Stebbins graduated from Metropolitan State University of Denver in 1990 with a Bachelor of Arts degree in History. He was commissioned a Second Lieutenant from the Platoon Leaders Course in May of 1990. He completed The Basic School in 1990 and the Basic Communications Officers Course in 1991.
Second Lieutenant Stebbins reported to the 3rd Marine Division, III Marine Expeditionary Force, Okinawa, Japan, where he served as a Multi-Channel Platoon Commander, Communications Company from 1991 to 1992. He was promoted to First Lieutenant in 1992 and transferred to the 3rd Marine Aircraft Wing, I Marine Expeditionary Force, Marine Corps Air Station El Toro, California, where he served as a Wire and Multi-channel Platoon Commander, Detachment Alpha Operations Officer and Executive Officer, Marine Wing Communications Squadron 38 from 1992 to 1995.
He was promoted to Captain in 1995 and transferred to Recruiting Duty at Recruiting Station Dallas, 8th Marine Corps District, Dallas, Texas, where he served as the Operations Officer and Executive Officer from 1995 to 1997. Captain Stebbins transferred to Quantico, Virginia in 1997 to attend the Command and Control Systems Course and graduated in 1998. Captain Stebbins transferred to 9th Communication Battalion, I Marine Expeditionary Force, Camp Pendleton, California, where he served as the Commanding Officer for Support Company and the Battalion Assistant Operations Officer from 1998 to 2000.
He was promoted to Major in 2000 and transferred to I Marine Expeditionary Force, Camp Pendleton, California, where he served as the G-6 Amphibious and U.S. Central Command C4 Planner from 2000 to 2001. After September 11th, 2001, Major Stebbins became the Assistant Chief of Staff G-6 for Task Force 58 and deployed to Afghanistan in support of Operation Enduring Freedom from 2001 to 2002. Upon returning from Afghanistan, Major Stebbins transferred to Fort Leavenworth, Kansas to attend the Army’s Command and General Staff College and graduated in 2003.
Major Stebbins transferred to Joint Duty at U.S. Central Command, MacDill Air Force Base, Florida, where he served as the J6 Central Asian States Planner from 2003 to 2006. Major Stebbins was promoted to Lieutenant Colonel in 2006 and transferred to II Marine Expeditionary Force, Camp Lejeune, North Carolina where he served as the G-6 Operations Officer and Deputy G-6 from 2006 to 2009. In 2009, Lieutenant Colonel Stebbins deployed to Iraq with II Marine Expeditionary Force Forward as the Multi-National Force West G-6 Operations Officer and Deputy G-6 in support of Operation Iraqi Freedom from 2009 to 2010. In May 2010, Lieutenant Colonel Stebbins assumed command of Communications School at Quantico, Virginia and served as the first Commanding Officer until June of 2012.
He was promoted to Colonel in August 2012 and transferred to 1st Marine Aircraft Wing, III Marine Expeditionary Force, Camp Foster, Okinawa, Japan, where he served as the Assistant Chief of Staff G-6 until May 2013. In May 2013, Colonel Stebbins assumed command of Marine Air Control Group 18, 1st Marine Aircraft Wing at MCAS Futenma, Okinawa, Japan. In June of 2015, Colonel Stebbins transferred to HQMC C4 at the Pentagon, Washington DC, where he served as the CS Division Chief and was in charge of expeditionary communications and C4 strategic planning for the Marine Corps. In August of 2017, Colonel Stebbins transferred to Marine Corps Combat Development Command in Quantico, Virginia, where he is serving as the Director of Information Warfare Integration Division.
